The 2011/12 NHS Operating Framework concluded that it would not be possible to retain effective management capacity in all Primary Care Trusts (PCTs) until their abolition (currently planned for April 2013). In response, PCTs have been brought together in ‘clusters’. The Merseyside Cluster is made up of NHS Halton & St Helens, NHS Knowsley, Liverpool PCT and NHS Sefton.
Since 1st February 2012 the Merseyside PCTs, which remain accountable bodies until 31st March 2013, have a single chair for the four PCTs and a single set of seven Non Executive Directors.
Gideon Ben-Tovim OBE, Chair the NHS Merseyside Board, becomes Chair of the four Merseyside PCTs. The following Non Executive Directors have been appointed to all constituent PCTs and also serve on the NHS Merseyside Board:

Although each PCT is still a separate statutory organisation, the Cluster has a single executive team (see below for details). The Merseyside Cluster’s Chief Executive, Derek Campbell is the Accountable Officer for each of the PCTs in the cluster and leads the Cluster executive team:
